Pre-Export Verification of Conformity (PVoC)

PVoC is a mandatory PCA programme implemented by many countries to ensure that imported products meet their national standards for quality, safety, and environmental protection, before they are exported. These programmes verify that products comply with local regulations and are not substandard, unsafe, or counterfeit, and facilitate customs clearance for compliant goods.
The purpose of a PVoC programme is to safeguard consumers, protect the environment, prevent the dumping of substandard goods, and expedite customs clearance at the destination country.

PVoC Program

The Burundi Bureau of Standards and Quality Control (BBN) has introduced its own Pre-Shipment Verification of Conformity (PVoC) Program, bringing the country into line with other State Members of the East African Community. This scheme has been designed to protect consumer health and safety by ensuring that goods imported to Burundi conform to applicable local, regional and/or international standards.

Cameroon

Pre-Shipment Evaluation of Conformity (PECAE)

In Cameroon, L’Agence des Normes et de la Qualité (ANOR) has implemented the Pre-Shipment Evaluation of Conformity (PECAE) program. As a result, all regulated import products must comply with approved national standards or technical regulations, and will require a Certificate of Conformity (CoC). Under the PECAE, products to be imported will undergo verification and testing at the country of supply (exporting) and a Certificate of Conformity (CoC) will be issued to demonstrate that the product meets the applicable standards.

Central African Republic

Pre-Verification of Conformity of Imported Goods

Effective March 1, 2021, SGS is exclusively servicing the Pre-Verification of Conformity (PVoC) of Imported Goods to CAR program, acting on behalf of the Central African Republic Ministry of Commerce (CAR MOC). The CAR government launched the PVoC program to protect consumers from unsafe and below standard goods and prevent the country from becoming a dumping ground for these products.

SGS will perform conformity assessment services for exporters of goods to CAR to verify and confirm that their products meet relevant national and/or international quality standards. Only those products that meet the relevant regulations and standards will be issued a Certificate of Conformity. This must be shown to the Customs agency upon shipment arrival at ports of entry, before the goods are released to the importer/consignee.

Here is a non-exhaustive list of product groups included in the program:
  • Food products and food, Chemicals and related products, Plastic and rubber products
  • Leather products, Wood and wood products, Paper and paper products
  • Textile and clothing, Shoes and hats, Construction materials, including stones and glass products

Egypt

Conformity Assessment Services

Implemented and monitored by Egypt’s General Organization for Export and Import Control (GOEIC) the Conformity Assessment Scheme requires certification for a variety of imported goods. SGS is approved by GEOIC and the Egyptian Accreditation Council (EGAC) as a third party inspecting company for this service. We can assess the conformity of restricted products against Egyptian, or international, standards as applicable.

Late in 2011, the Egyptian Ministry of Trade and Industry (MFTI) issued two ministerial decrees which require an inspection certificate for each shipment of textile and leather products imported into Egypt. Subsequently, GOEIC issued a new decree, 961/2012, cancelling and replacing the two previous ministerial decrees (626/2011 and 660/2011). Its details are as follows:

Wallets and belts may be assessed at the client’s request.

How to Achieve Certification under This Program

Every consignment of restricted goods is to be physically inspected at origin by an approved third party inspection company before shipment and samples of the products must be analyzed in an ISO/IEC 17025 accredited laboratory to demonstrate compliance with the Egyptian Standards. A Certificate of Inspection will be issued per consignment.

The Full Process

An exporter, manufacturer, supplier or importer should approach their nearest affiliate office or SGS Egypt for guidance. Importers must provide full exporter details so that we can contact our affiliate office in the country of supply. They will then coordinate the supplier side.

We will request, from the exporter, all appropriate product and shipment information (test reports, technical sheet, proforma invoice, etc.). This enables us to properly identify the goods, determine whether the test reports relate to the goods to be shipped and also to verify that they meet Egyptian standards and requirements.

If documents do not conform to Egyptian standards and/or requirements, we will contact the exporter to arrange for advance sampling and testing. (A quotation for the services will be supplied for settlement prior to our visit.)

On completion, all test reports will be forwarded to the affiliate office and they will arrange the final pre-shipment inspection. We will evaluate the results of the inspection and testing and if they are compliant, issue a Certificate of Inspection upon receipt of the final invoice and transport document.

Ethiopia

Product Conformity Certificate (ECAE)

SGS fulfills the Ethiopia Ministry of Trade requirements as a third party inspecting company for all products falling under the list of Mandatory Ethiopian Standards. We provide product conformity assessments (PCA) for all regulated goods exported to the country, to ensure they meet relevant Ethiopian standards.

Products regulated under this program:

Exporters must submit the following documents to confirm compliance with relevant Ethiopian standards:
  • Request for Certification

Every consignment of qualifying goods is to be physically inspected at origin by an approved third party inspection company before shipment. Depending on the nature of the product, laboratory testing or documentary verification to demonstrate compliance with relevant Ethiopian standards will be required.

A certificate of inspection (CoI) is issued to evidence the compliance of a shipment. A non-conformity report (NCR) is issued if verification activities such as testing or inspection show discrepancies against the verification criteria. Exporters will be informed accordingly and given sufficient time to make the necessary corrections.

Regulated goods imported without a Certificate of Inspection from an authorized third party inspection body will be subject to systematic local inspection, sampling and testing by Ministry of Trade upon arrival of the goods. Clearance will not be authorized until satisfactory test results are available.

Gabon

Certificate of Conformity (PROGEC)

With effect from January 1, 2016 (date of goods arrival), all regulated raw materials and products imported to Gabon must be assessed and conform to the requirements of the Agence Gabonaise de Normalisation’s (AGANOR) Conformity Assessment Program (Programme Gabonais d’Evaluation de la Conformité (PROGEC)). This means that all products destined for import to Gabon must be assessed and issued with a Certificate of Conformity.

Saudi Arabia

SASO Certificate of Conformity

With the development of the Saudi Product Safety Program (SALEEM), SASO has implemented SABER, an electronic conformity assessment platform. SASO encourages the Trade to use this platform to request and obtain both Product and Shipment Certificates for goods falling under SASO Technical Regulations, and to request and obtain a Self Declaration and a Shipment Certificate for goods not covered by any SASO Technical Regulation.

Saudi Quality Mark (SQM)

The Saudi Standards and Quality Organization (SASO) requires manufacturers and traders wishing to export regulated products to Saudi Arabia to apply for the Saudi Quality Mark (SQM) through an authorized certification body. The SQM will be granted for use on products that have demonstrated compliance to Saudi standards and have been manufactured in a facility that has an effective management system to ensure continuous conformance to requirements. The SQM is valid for three years.

South Sudan

Conformity Assessment Program

Effective May 1, 2021, SGS is providing Pre-Export Verification of Conformity (PVOC) services for consignments shipped into South Sudan, in accordance with a contract between SGS and the South Sudan Ministry of Trade and Industry, through the South Sudan National Bureau of Standards (SSNBS).

The objective of the program is to ensure that imports into South Sudan meet the requirements of the technical regulations and applicable standards stipulated by SSNBS, to prevent importation of non-compliant goods into South Sudan.

Tanzania

PVoC Program

Under the PVoC program, all regulated products to be imported to Tanzania will undergo verification and testing in the country of supply and a Certificate of Conformity (CoC) will be issued to demonstrate that they meet the requirements of the applicable national standards or approved equivalents and technical regulations. The CoC will be mandatory for Customs clearance.

The TBS has introduced the PCA Program to protect the country, consumers and local manufacturers from:
  • Substandard products that may endanger public health, safety or the environment
  • Counterfeit or unsafe products
  • Unfair competition from imported goods which do not comply with the approved standards
Products regulated under this program include:

There are three potential routes to PVoC certification depending on conditions including, but not exclusively: the type of product; its homogeneity; the frequency of shipments; and, the manufacturer’s quality management system.
  • Route A – for unregistered products (unregistered suppliers of manufacturers of sensitive goods). Products must be tested and physically inspected to demonstrate conformity to relevant standards, essential requirements or manufacturer’s specification
  • Route B – for registered suppliers or manufacturers of goods. This offers a fast track certification process for goods with reasonable and consistent levels of quality by registration of products with the PVoC contractor. Product Registration is recommended to exporters with frequent shipments of homogenous products
  • Route C – licensed products. This route is only open to manufacturers who can demonstrate the existence of a quality management system in their manufacturing/production process. This route involves the audit of any QMS and licensing of products by the authorized PVoC contractor. This route is recommended for manufacturers with high frequency/volumes of shipments

Uganda

Pre-Export Verification of Conformity

Uganda PAU

Pre-Export Verification of Conformity

To safeguard the health and safety of the people of Uganda, protect the environment and ensure asset integrity, the government of Uganda requires that all specialized materials and equipment for oil and gas projects to be imported into the country meet the technical regulations and standards of the Petroleum Authority of Uganda (PAU) and Uganda’s National Bureau of Standards (UNBS) pre-export verification of conformity (PVoC) program.

Under the PVoC program, products must undergo a conformity assessment at the country of origin and be issued a certificate of conformity (CoC) before they can be imported into Uganda.
